Sri Lanka Police to establish Central Crime Investigation Bureau

Colombo, Feb 11 (Daily Mirror) - The Sri Lanka Police will establish a new bureau, the Central Crime Investigation Bureau (CCIB), aimed at handling various criminal investigations.

Senior Superintendent of Police Shani Abeysekara will serve as the Director, while Deputy Inspector General of Police, Attorney-at-Law Nihal Thalduwa, will act as the Deputy Inspector General of the new bureau, police said.

Police Spokesman SSP Buddhika Manathunga said that the new bureau will oversee investigations into a range of crimes, including the Illegal Assets Investigation Unit, Homicide and Organised Crime Investigation Unit, Financial and Commercial Crime Unit, Computer Crime Investigation Unit, Human Trafficking, Smuggling and Maritime Crime Investigation Unit, as well as the Criminal Intelligence and Intelligence Analysis Unit.

The spokesman clarified that investigations currently being handled by the Criminal Investigation Department (CID) will either be carried out by the CID or the CCIB, depending on the nature of the case.

The Acting Inspector General of Police will ultimately decide which agency will handle each investigation, he said.

DIG is not deputy but is in overall charge while the Director is below him if you read the report correctly. Shani Abeysekara will serve as the Director, while Nihal Thalduwa, will act as the Deputy Inspector General of the new bureau in overall charge.

Employ people from different field like Lawyers, Engineers, Accountants, Scientists, Bankers etc. So you can have the skill set required to investigate crimes which requires such skills. Good example recent power outage, you need some skilled person related to electrical engineering to determine if the "Monkey Story" is true!

Why is the decision of who handles it under the authority of a single person? It should either be a committee or better yet, a written mandate that specifies which crimes goto which division. Without that, you just have two departments that do the same job but one person decides which department does it. Seems wasteful...

No use of establishing new units, it will further complicate the investigations and develop conflict of interest between the units. Strengthen the existing units and fastening information sharing between the units will be the need. This new unit will good for satisficing Shani by giving him a new higher post and also will enable him to take revenge.

Mr. Shani Abeysekara and Mr. Ravi Seneviratna carried out investigations of Easter Attack and other major crimes for 8 months from May 2019 to December 2019 until Gotabhaya removed them from investigations. Since NPP came to power they were recalled and have been investigating crimes for over 4 months. So after more than 12 months, are they nearer to solving any crime they investigated? Certainly not. By changing names of Investigating Departments to Bureau will not change anything. People are losing faith and patient.

Gotabhaya removed them after their underhand evidence tampering was confirmed through Ranjan Ramanayake's voice tapes. Their current investigation will not yield anything new.
