Solar power generators challenge tariff reduction in court

A group of solar power generators has filed a writ petition before the Court of Appeal, challenging the government’s decision to reduce the tariff paid per unit of electricity generated by the rooftop solar panels.

When the petition was taken up before Justice K. Priyantha Fernando, the matter was fixed for support on August 4.

The petitioners are seeking an order to quash the Cabinet decision to revise the tariff paid for the electricity generated through the rooftop solar panels.

The petitioners stated that the Cabinet had arbitrarily decided to reduce the tariff paid by the Ceylon Electricity Board and Lanka Electricity Company for the purchase of electricity generated via the rooftop solar panels, with effect from July 1, 2025.

The petitioners further contended that under the provisions of the Electricity Act, prior approval from the Public Utilities Commission of Sri Lanka (PUCSL) is required to implement such a price reduction.

However, they alleged that no such approval had been obtained. They further stated that although the PUCSL had issued a notice advising against the implementation of the tariff reduction, the government has proceeded regardless.

The petitioners argued that the decision to reduce the tariff solely based on a Cabinet decision is in clear violation of the law and therefore, they are seeking a court order to invalidate the decision.
