Social Security Contribution Bill postponed after heated argument in Parliament



Parliament today decided to postpone the enactment of the proposed Social Security Contribution Bill after heated argument between the ruling and the opposition party members.

This decision was made despite the earlier arrangement to approve the Bill unanimously without a debate.

Jathika Jana Balawegaya (JJB) MP Anura Kumara Dissanayake who opposed the Bill said it will add tax burden on the people.

SJB MP and Chairman of Public Finance Committee Dr. Harsha de Silva said it is not proper to enact a Bill without presenting a review of it.

“Public Finance Committee does not approve any Bill without reviewing it. However we had to approve the Social Security Contribution Bill as we were informed that it was urgent. Also we see that some amendments are to be made to the Bill. We cannot approve it without looking at them,” he said.

Leader of the House Susil Premajayantha said the Bill was something which was proposed by Former Finance Minister Basil Rajapaksa during the budget.

“Also it is the tradition that a Bill can be approved by the House once it gets the clearance of the Finance Committee,” he said.

Minister Premajaynatha however proposed the postponement of the enacting to Thursday. MP Nimal Lansa said it is not proper for the opposition to come to the House and oppose it after approving it earlier at the Finance Committee and the party leaders meeting.
