Ravi responds to Prime Minister over Treasury Bond issue



Colombo, Dec. 3 (Daily Mirror) - Former Minister of Finance and current Member of Parliament, Ravi Karunanayake, today moved to correct what he described as misleading statements made by the Prime Minister in Parliament regarding the 2015 Treasury Bond issue.

Speaking in Parliament, Karunanayake said that during answers given in Parliament on 26 November 2025, the Prime Minister attributed ministerial responsibility for the Central Bank and its actions during the period of the bond transactions to him, in a manner he claimed was “factually incorrect, misleading, and damaging” to his reputation.

Karunanayake explained that although the Prime Minister referred to recommendations in the Report of the Presidential Commission of Inquiry (PCol), she did not answer the specific question posed to her. 

“Even though she did not expressly say that the Central Bank came under Minister Ravi Karunanayake, the clear implication of her answer – particularly when citing the PCol – was that I bore ministerial responsibility for the Central Bank. This implication is entirely incorrect, unsupported by the PCol, and directly contradicted by official Gazette notifications issued under Article 44(1) of the Constitution,” he said.

He further clarified that during his tenure as Minister of Finance, he was never assigned oversight of the Central Bank of Sri Lanka. The constitutional and administrative record, he said, confirmed that ministerial oversight of the Central Bank at that time was assigned to the Prime Minister and the Minister of National Policies and Economic Affairs, Hon. Ranil Wickremesinghe.

Karunanayake also noted that commercial banks fell under the purview of the Minister of Public Enterprise Development, Hon. Kabir Hashim, whose responsibilities included State banks, Bank of Ceylon, People’s Bank, National Savings Bank, SME Bank, and banking governance functions.

“The Prime Minister stated that her answer was grounded in the recommendations of the Presidential Commission of Inquiry. This is factually incorrect and misleading, as the Commission did not find me guilty of any wrongdoing or hold me accountable in any manner,” Karunanayake added.
