The reduction is probably due to the appreciation of the Rupee, all imported food items should reflect the change in the exchange rates. This is not a price reduction granted by the government as reported.

If the dollar value has decreased, why can't they reduce the prices of imported goods, the same way when the dollar value was increased, the prices of commodities rose.?

Milk powder should not have been increased in the first place. Increase alcohol, cigarettes and foods that have no nutrition like chocolates and soft drinks instead.
