HE’s speech clearly reflects the unimaginable proportions to which corruption has spread within the government apparatus like a cancer since independence. This is due to bad leadership, bad governance and bad examples of the past rulers. Few officials seem to have stooped down to very low levels. There are other officers down the hierarchy to attend to normal spade work and the President receives the final document to sign. These people include Head of departments, Support staff and Secretarial staff for president. We can imagine how it would have been during the past rulers! Although it's his responsibility, he can't verify each activity by each officer of the whole bureaucracy machine. One cannot expect the Comrade to go through such documents in details. Final document has to be approved by the Minister of Justice before it is sent to the Comrade. It is the responsibility of the minister to ensure that document sent to the Comrade is without errors or mistakes causing embarrassment to the President. This cannot be a omission but a deliberate and willful act of misguiding the President. Whoever who did this should be punished to the maximum of the law. This also leaves doubts as to the previous pardons by app past presidents. Find where the loophole is and block it.

It will be interesting to see how many prisoners have been illegally released under the Presidential pardon over the last 10 years. I am Sure this corrupt practice has been ongoing for sometime and many prisoners might have been released without Presidential consent. Corruption in Sri lanka is not systematic, it’s systemic.
