Plans afoot to establish first non-government medical faculty in SL: RW

Plans have been made to establish the first non-government medical faculty in Sri Lanka in a move to expand medical education opportunities and find solutions to the challenges posed by the shortage of doctors, President Ranil Wickremesinghe said.

The President highlighted the allocation of the South Asian Institute of Technology and Medicine (SAITM) to Moratuwa University, aiming to create more medical education institutions, the President’s Media Division (PMD) said. 

He expressed hope that the government would support the establishment of additional medical colleges and universities, ensuring that Sri Lanka can produce more doctors.

The President said that while some doctors may choose to practice abroad, increasing the overall number of medical professionals in the country is essential. He affirmed that expanding medical education is a critical strategy to meet this challenge.

He expressed these views while addressing the commemoration of Joseph Fraser Ninewells Hospital's centennial anniversary at the hospital premises.

He underscored the crucial importance of maintaining Sri Lankan healthcare facilities at international standards, positioning the nation as a premier hub for medical tourism.

The President emphasized the critical need to address the shortage of medical professionals in Sri Lanka. He shared insights into the government's plans to bolster medical education in the country, ensuring a sustainable supply of doctors.

President Wickremesinghe acknowledged the hospital's origins in an underdeveloped region and its significant growth over the years. He praised the institution's high standards and highlighted its distinction as a well-regarded healthcare facility for women, a rarity in Sri Lanka.

President Wickremesinghe reiterated the need for Sri Lanka to excel in healthcare to attract medical tourists and bolster the nation's healthcare sector. He emphasized the necessity of restructuring healthcare policies and increasing the number of medical colleges to address the shortage of doctors.

In an inspiring declaration, President Wickremesinghe underscored Sri Lanka's transition from an aid-receiving country to a donor nation, showcasing the country's progress and commitment to addressing its healthcare needs independently.

“Indeed, I have resolved that Sri Lanka shall not merely remain a beneficiary of aid; instead, we aspire to evolve into a nation that contributes aid to others. We have extended our support by sending our doctors to the United Kingdom, where these dedicated expertise plays an indispensable role in sustaining their healthcare system. Collaboratively, with Pakistan, Bangladesh, and India, we exert significant influence over the healthcare infrastructure in the UK, a testament to the high calibre of our professionals.

I find myself in a situation similar to that of a doctor in recent times. I am tasked with the responsibility of tending to a patient who is teetering on the brink of critical condition, and I am steadfastly committed to nursing them back to health. If circumstances permitted, I would readily entrust this patient to the care of Joseph Fraser. Regrettably, circumstances necessitate that I retain oversight of the patient's care within the Treasury,” President Wickremesinghe said.

    Great news. We will not need to use foreign exchange to send kids overseas to pursue medical degrees. Right now we see doctors who study at the public expense leaving the country even without notice, while there are those happy to oppose private and individually funded medical education.

    People are suffering and dying in Sri Lanka and in all other countries not because of lack of doctors, but because the doctors don’t have the scientific answers to medical problems. The doctors can only do either of the two things, prescribing drugs made by pharmaceutical companies and the medical operations which is actually a practical physical skill that any one can be trained to do in six months. If all the doctors on this planet are “abducted by aliens”, will the humanity die ? Absolutely not, provided we have already opened up the “artificially closed” medical profession. If we have trained the nurses and the ambulance paramedics to do the doctors work, the need for doctors do not arrive at all.     No one would want a nurse or ambulance man unless all doctors not available. There are many sick persons who need medical doctors to prescribe drug or carry out operations. Recently in Jaffna nurse did a canula for child come in with fever. Child arm amputated some hours later. Obvious issue with nurse causing child arm to go numb. Maybe you can have nurse carry out operations on you and prescribe you drugs while those who aren't fools will rely on doctor instead.

During their training they are trained to understand the scientific knowledge and understanding of the pathology of diseases. They do anatomy, physiology, biochemistry, bacteriology, pathology, public health, medicine, surgery, paediatrics, obstetrics and gynaecology for the general degree. Later they super specialise for neurology, neuro surgery, Ear Nose and throat and many many-other specialities. Further ten years training after basic qualification is needed to apply for a consultant post. Your IQ is low to understand.

    Hats off to President RW. Allow me to propose a location for the new medical college: let's consider establishing it in the deep south, specifically in a place easily accessible via the highway network, such as Hambantota or a similar area. Hambantota, in particular, holds promise because it already has essential infrastructure in place, including an airport. This means there would be no need to incur additional costs starting from scratch. We could take inspiration from the USA's UCLA model. Offering free healthcare services to the general public while providing ample live cases for students to observe and learn firsthand is an excellent strategy. Why wait any longer? Let's hit the ground running today, as tomorrow might be too late to address the pressing need for more doctors in our country.

    Wth all due respect the choice to leave the country is the individuals. RW cannot be blamed for the circumstances they are leaving under, and certainly he did not make them leave. He stepped in to try and address the situation. We have many kids leaving and going overseas at their own expense as they were unable to get into medical colleges locally. Many of these persons have turned out to be emminent in their own fields in an internationally competitive enviorenment. So their ability and talent is not in question. There is nothing wrong in retaining some of these persons to study in Sri Lanka at their own expense. It should not impact the free education which is funded by the tax payer. If they choose to go abroad after studying it is their choice, at least they paid for their education, and did not take something free and leave the country without paying for it back either via service or cash. Let's keep politics aside and acknowledge a good idea.

First thing he should keep in mind is to pay out current debtors in full, with all due interest instead of trying to restructure debts. Country has to have healthy EPF not forced low interest rate EPF to be donor nation. With doctors having to put in money into EPF, why would they want to ever stay in a country which is giving them weak superannuation compared to being overseas.     If one attends a private University and pays their own way to study to become a doctor and or specialist, what is to stop them from leaving the country to further continue their studies overseas at any stage of their journey to become a doctor?. What restrictions will be put on those who enroll in such private institutions??. All those you get free education to become doctors should be made to sign a legal document to serve ex amount of years prior to leaving the country to seek greener pastures and those who go on holidays should be made to sign a document and have someone guarantee ex amount against a bond, so they think twice before they decide not to return back to the country once their holiday is over. Whatever Rani does, as long as he does not become a DICTATOR he will make some progress, but from what I have read up to date it is looking like he at times goes in the direction of GOTA and crowd, TIME will TELL.

    If an individual pays for their studies why should anything prevent them from going abroad if they so wish? At least the tax payer has not invested and funded their education. The issue is that there are those who take up tax payer funded free education and then leave the country after qualifying. Had they not taken up the slot, perhaps another person who was fortunate to fill that slot, may have stayed on and served the people of the country who had funded and invested in them.

    Private universities are an absolute necessity in this country so that those who can afford it, even with great difficulty, will be able to have a decent higher education and so it is with those who fail to enter universities for lack of a few marks at the Advanced Level examination. However, the irony is that this guy is only dreaming and he is never able to turn his dreams into reality. Though I would support the NPP at the next elections, I know pretty well that the concept of private universities will not augur well with them and these private universities will never become a reality.

    So the argument is that if one does not qualify to study for a government medical degree that they are fools is it? Be it known that many who do not get into government universities, medical included, and study at their own cost both locally and internationally in various professions, excel in their professions both locally and internationally. Some are excellent and could be considered emminent internationally. Yet others, sad to say passing out with government degrees, medical included, end up pretty mediocre. That is the bitter truth. Some who have a particular political ideology cannot accept that every person should have an opportunity to pursue their dream and excel in it to the best of their abilities.     The private universities would do their utmost to get their degrees recognized by overseas institutions rather than the Sri Lankan GMOA which would never recognized the private ones. There will be foreign students from Africa and Asia coming into Sri Lanka to enrol in these private universities, that would be huge win for the country if those private universities do the right thing by not enrolling students just for their money. Their are many African students in Sri Lanka who follow courses of affiliated universities in overseas. The private medical collages will be no different, they will be most likely affiliated to some overseas recognized university.     @Medical degree shops for any fool with money enough - Just paying tuition fees does not get you a degree. And getting a degree does not get you a job. You should still be good and what you are doing to be employed. They can only become doctors after a series of examinations. Same with any profession.     @SLEx Government university has standards, but the new private businesses running the degree shops can have much less for pass mark. They can make exams so much easier. The students may even need to study 50% of the time compared to students who need to pass at government university. If you look at it holistically, the country's health sector is at least in a dilapidated state when it comes to the number of doctors, the medical supply to the population, the quality and quantity of medicines, and much more! Anyone who speaks under these conditions about the level of international (medical) standards and the future development of “medical tourism” in Sri Lanka does not know what they are talking about! First, the health system and medical care for people as a whole must be stably financed, and none of the politicians can yet say in more detail how this should happen. Then the higher goals, such as non-state (private!?) universities and "medical tourism" ( !?) political goals are tackled ! This will no longer happen with the Ranil government!!!

    There is a simple solution to the scarcity of Doctors. There are over 1000 doctors who have qualified from Foreign Universities that are held back by the ERPM exam. Why can’t these Doctors be employed under the supervision of senior doctors to be able to get experience and move forward. It was the practice before and then they were to clear the ACT 16 while serving the country. Why doesn’t anyone do this??????

    If our doctors can go overseas today and are able practice as doctors (even in the UK) without barriers why is even an Examination to Register to Practise Medicine (RRPM) required in Sri Lanka? The worls is a different place today than it was when these obstacles were put in place.

    @Mahila Let me share some important points. The area's population density is a crucial factor, and there's plenty of room for growth. This allows authorities to plan the city, schools, student housing, and businesses, similar to Western counties. If everything goes well, many people from outside the region may settle in Hambantota for short-term stays of 4 to 5 years, with a few deciding to make it their permanent home. This kind of migration can bring significant benefits and contribute to rapid development. Furthermore, since we have an airport, we can promote medical facilities for international patients as well as students, especially from SAARC countries. We can revive the currently unused airport and continue its development in the future.

    That is the manner it's done in developed countries!! I agree??? Developed countries would have had a ‘MASTERPLAND and WHITE PAPER’ submitted to Parliament Approval alongwith benefits and advantages with mitigation of Negatives, EIA and IMPORTANTLY ROI, which is not the case!!!?? Except Walauwe “Kitchen Cabinet” approval!!! There was no path set to provide sustainability for 15 years!!!??? That’s not the case here and we are Bankrupt country because of this MISPLACED WISDOM OF WISE CRACKS!!!??? Regretfully, disagree it’s Chinese loan funds incorrectly used/utilised – Hambantota area, - Harbour, Airport, Weeraketiya Stadium, Expressways, Borrowing 15 years ago – COMMERCIAL Interest Billions USD ill-advised Investment – BANKRUPTING Country!? Those whiz kids, didn’t think strategically, then would have thought of Private/Public MC’s 15 years ago! They didn’t because intent wasn’t there – only re-election/fool masses!!!???     please get the people who are supporting this kind of medical education registered and assign them to the exclusive care of those doctors. Others can get treatments from Govt. Uni doctors. Add 255 to the first list and prohibit them from going abroad for medical matters. Then I will be okay with Pvt medical schools

    @Man, "Free Education" in Sri Lanka, is the bane of society. When it is free, some take it for granted, abusing their privileges by way ragging, protesting at the drop of a hat, indulging in arson etc. Every person should be compelled to repay the cost borne by the state to educate them. Scholarships holders will be exempt, provided they prove themselves and excel and be innovative in their learnt field and not turn out to be a burden and pests like some, to society. As for paid tertiary institutions, why not? It's a great initiative with potential to earn foreign exchange and at the same time, save money leaving the country as well. It's a win-win situation to mos,t barring a few who are focused on disrupting any move for others to progress. I wish the government all the success in its endeavors for private universities in SL, soon.

    @Tilak; It is about what is best for the country, having the best and intelligent without any hindrance due to the problem of wealth as some fools can get the degrees for money. Further, it will lure the good state lectures to accept posts at private places causing a further deterioration of the free education under the stated stability which is a mirage in every sense. Of course, after a referendum it can be abolished and remove the statues of Hon. C. W. W. Kannangara, if it is the will of the majority.

    When, System is MERIT BASED, Fools cannot get Degree?? MYTH!!! Standardisation, it’s possible, because entrants aren’t fully qualified to study Medicine!!?     It's time to End free education for rich, it's time to introduce Higher Education Student Loan. Free for the poor not free for all. Not even Karl Marx liked the idea of free higher education. Also FSP leader Kumar Gunaratnam who fought a Guerilla war decided to relocate in Australia and sent children to oversea university on student loan. This competition will also drive down prices of higher education over time. The truth is, making things free only makes them more expensive for poor people. A new education policy is long overdue and promptly required to keep up with the rapidly developing world. FREE higher education was never “free”, poor are paying for it.
