The should be equivalent to everybody nobody can violate it If this fatal accident had been happening during the previous regime all powerful ministers would have been intervening and insisting the high ranking police officers on sweeping the incident under carpet or making the victim guilty of the offence But fortunately the law is more transparent. The police officers too are duty bound. Thus very briefly this is called THE SYSTEM CHANGE
