MRIA investment project EOI deadline extended until July 9



Colombo, June 11 (Daily Mirror) - The deadline for submitting Expressions of Interest (EOIs) for the “Project of Investments to Utilize Resources of Mattala Rajapaksa International Airport (MRIA)” has been extended until July 9, 2026, offering prospective investors additional time to participate in one of Sri Lanka’s key aviation development initiatives.

The Ports and Civil Aviation Ministry, on behalf of Airport & Aviation Services (Sri Lanka) (Private) Limited (AASL), is seeking proposals from local and international companies, corporations, firms and joint ventures for investments aimed at maximizing the potential of MRIA in Hambantota.

The project, identified as EOI No. 045/T/2026, covers two major segments: Airside/Aerodrome Operations, which include civil airport activities within the inner perimeter, and Landside Operations, covering activities within both the inner and outer perimeter areas of the airport.

Authorities said the initiative is intended to attract strategic investors capable of transforming MRIA into a future-ready aviation and investment hub, enhancing global connectivity, promoting sustainable economic growth and creating long-term economic value for Sri Lanka.

A Cabinet Appointed Negotiation Committee (CANC) has been entrusted with inviting, receiving and evaluating EOIs and selecting eligible parties to proceed to the Request for Proposals (RFP) stage. All communications and submissions relating to the process will be handled through the CANC.

The EOI process is open to both domestic and international entities. Investors are required to demonstrate their qualifications and relevant experience in carrying out the proposed investments. Shortlisted proponents will be invited to participate in the next stage of the selection process.

As part of the requirements, proponents must submit a proposal guarantee in the form of an irrevocable bank guarantee, bank draft or cash deposit valued at USD 500. Proposals must remain valid for a minimum of 120 days from the closing date, while proposal guarantees must remain valid for 150 days.

Airport & Aviation Services (Sri Lanka) also organized a pre-proposal briefing and site visit at MRIA to familiarize prospective investors with local conditions and airport operations.

The EOI documents are available free of charge and can be obtained from AASL or downloaded through its official website. Interested investors are encouraged to submit their EOIs before the revised deadline and become part of shaping the future development of MRIA as a regional aviation and investment gateway.
