Soon after the election results were announced, Mujibur Rahman said that the Colombo Municipal Council (CMC) would have an SJB mayor and administration. He assumed this because the UNP had dominated the CMC for more than 50 years. However, this did not happen. The NPP was able to gain the support of some non-NPP opposition members and form the council. At that time, the SJB failed to secure the support of the entire opposition to obtain a majority. Defeating the budget now has no real impact. Even if the budget is defeated a second time, the mayor can automatically adopt it under the Special Provisions Act No. 21 of 2012. This law prevents councils from being destabilised through short-term political manoeuvres during the first two years. Mujibur Rahman seems to be treating this like Parliament, where defeating a second reading can dissolve the House. He should understand the actual legal position before making such statements.
