The Japanese government has pledged to resume the construction of 11 stalled projects in Sri Lanka and has promised full support for the new government's development programme, the President Media Division (PMD) said.
Ambassador Mizukoshi made these remarks during a meeting with the Secretary to the President, Dr. Nandika Sanath Kumanayake, at the Presidential Secretariat yesterday (26).
He further announced that work on 11 stalled projects funded by the Japanese government will resume promptly.
Accordingly, these projects include the Kandy City Water Management Project, Phase II of the Bandaranaike International Airport (BIA) Development Project, the Terrestrial Television Broadcast Digitization Project, the National Transmission and Distribution Network Development Project, Phase II of the Anuradhapura North Water Supply Project, the Rural Infrastructure Development Project, the Kalu Ganga Water Supply Project, and improvements to health and medical services.
The Japanese Ambassador, Mr. Mizukoshi, stated that the agreement encompasses the swift completion of the first phase of the Habarana-Veyangoda transmission line project and the Anuradhapura North water supply project, both of which are nearing completion with Japanese assistance. He also highlighted the payments related to the recently finished Kelani Ganga new bridge construction project.

2 types of debts: debts for corruption looting and debt for growth, investment and higher ROI, which one do you choose, it is like a mortgage for a house and a personal loan for an overseas trip, pls don't talk stupid... also paying right interest rates, Janan gives 0.1% interest rate when China gives 6%.

Sad comment. Most of these are through Japanese Govt. grants (no repayment) and the rest under JICA or development loans which have ten years grace and then interest at around 2%. By the time payment is due, each project would have earned or saved more than their value. These are not tied string Chinese or Indian projects. Japan has no ulterior motives.

@Rip, I also think that JVP has evolved over time, especially with new people coming on board. One clear example of this evolution is when they appointed the PM from a newly joined individual instead of someone from their old ranks. Right now, it’s hard to believe they’d revert to their not-so-great old ways. No party, or the majority of the people running them, can really claim to be blameless. But honestly, the best choice we have to lead the country right now is NPP. I just hope people recognize this and understand it come general election time.

July 25th Japan has agreed to resume projects. Any one has a doubt please watch Ada Derana on 25th. Better to do something own and get the credit of it without scoring others hard work.

Thank you Jayantha for highlighting this. I did a web search and yes Japan has agreed with Ranil and the Finance team few weeks back. No govt will take such abrupt decisions within a week of a new govt. They take months of up and down negotiations.

Not due to corruption, but simply since we were bankrupt. Re-initiation of projects was announced by Japan in July 2024, after the finalization of the debt treatment agreement with the members of the Official Creditor Committee (OCC). This was them just reiterating what they said a few months back.

The present Secretary to the President, is a PhD scholar from GRIPS (National Graduate Institute for Policy Studies) in Japan. Hence, he will be able to keep up the momentum! It is easy to forget whose untiring efforts benefitted the country.

Resumption of the projects were announced in July 2024. Since there appear to be political stability, and there is no JVP protesting and opposing these projects, they have no obstacles. Also another factor is Nimal Siripala is gone too. Japan should be involved in modernisation of our Railway too . Do not get India involved. Their work is inferior and prices are very high. China work is of good quality but cost could be higher. So Japan is the right choice. Don't forget JVP protested against these projects.

It does not matter which government started and under which regime it is completed. These developments are paid for by you, the public, and for your benefit though taxes. People don't like taxes and voted for parties that said they will eliminate taxes. In developed countries taxation is high and pays for infrastructure and maintainence to improve the quality of life of their people. You can't complain and have it both ways.
