The government is gearing up to introduce a new piece of legislation to put an end to the scourge of ragging, the inhumane harassment faced by university freshmen. State Minister of Higher Education, Suren Ragawan, made this announcement during a press conference, emphasizing the gravity of the issue.
A committee, appointed by President Ranil Wickremesinghe, has been tasked with formulating this crucial legislation aimed at curbing ragging. Minister Ragawan stressed that the days of ragging in universities are numbered.
He explained that this committee comprises representatives from the President's office, the Prime Minister, the University Grants Commission (UGC), the police, and the Vice Chancellors Association. Together, they will delve into the issue of ragging and play a pivotal role in eradicating this social menace once and for all.
Minister Ragawan emphasized the government's unwavering commitment to implementing this new law, recalling a statement made by the late MP Neelan Thiruchelvam, who questioned the practical enforcement of laws in Sri Lanka.
He said under the impending legislation, Vice Chancellors of universities and other administrators will be held accountable in case ragging incidents occur in state universities. State institutions responsible for higher education will always be held liable whenever the rights of a university student are violated, as outlined in the upcoming laws. This proactive approach underscores the government's determination to protect the well-being of university students and ensure a harassment-free environment for them.

So it took 50 years after the suicide of the Peradeniya undergrad due to ragging to enact a new tough law. At this rate we will be a developed country in 2148 - 200 years after independence from UK. Cheers !

Amaran Monday, 18 September 2023 03:26 PM
Let us remember the cruelty of Jpura ragging where a tyre was rolled from top floor on the victim's head. How can these fellows become a true CITIZEN OF THIS COUNTRY?

This will create a big gap between the subversive elements (not contesting elections trying to show direction) and the normal people. Ragging was the only outlet they(inferior ones)had to get in line with normal students . This move will be resisted and will be changed after the foolish ‘majority’ elects them in the next elections!

Absolutely right. When the extream left come to power one day, it will be part of the university curriculum officially. People are asking for it.

Latergic attitude of university academic staff is the root cause of this problem.
Raggers are more cunning and harder to beat than the LTTE Monday, 18 September 2023 04:22 PM
Government can beat terrorists, but ragging is perversion that has been going on a lot longer. And always there are new youth being perverted to do it to next batch by older perverts. I cannot imagine how government can beat the ragging culture, since these wicked people are more cunning that LTTE and even the Easter bombers.

The main basis for the university ragging is caste and class envy. In the universities in the South it is class and in the North it is caste. No one wants the class and caste to exist but it is not all possible to cancel them. When I was working in the Middle East I was surprised to realise the caste system that exists among the Muslim Arabs and later I found out that the Jews are divided primarily into two castes , one superior to the other inferior. If you want to look for class, see the structure in British society in the North-South divide. Even though the envies are understandable we can never allow them to be used as justifications for any university ragging.

Why it took so many years to ban ragging? Sri Lanka is so corrupted.
Karalasingam Sivalingam Monday, 18 September 2023 07:19 PM
Congratulations Ragawan, ragging is animal behavior, so many lives were lost, many were maimed for life, due to ragging so many left university education due to ragging , all these has to come to an end.

The free education in universities have created academics as a well as hooligans. The hooliganism is later carried on to organisations wherever they are employed also. Time to stem the rot.

Better late than never I guess...but on this same accord, School Principles, Sports masters in charge etc should be held legally responsible for the ragging and abuse that happens in School sports teams, prefect rooms etc (uncalled for physical violence, not legitimate and appropriate punishment). School has a big role to play in this ragging business.

This is something should be annihilated ,this instilling fear psychosis among new entrants who are forced to join universities to brighten their future after succeeding competitive A/L exam their own, senior students do not have any right to behave rudely but university teachers should take the responsibility for this animal behavior of students

Raggers at the University who rag freshmen are innovative to change their modus operandi and with this legislation they will choose a different segment like the Lecturers and Vice Chancellor as no legislation has been brought as yet to prosecute.!!!!
