Government approves 484 MW wind power project with Adani Green Energy

Colombo, May 7 (Daily Mirror) - The government has given the green light for the development of 484 Mega Watt wind power stations in Mannar and Pooneryn.

This initiative comes as a memorandum of understanding (MoU) signed with Adani Green Energy Limited of India.

In line with this decision, the Cabinet appointed a negotiation committee tasked with evaluating the project proposal submitted by the company.

Following the recommendations of the committee, the Cabinet has approved the resolution presented by the Minister of Power and Energy. 

This resolution accepts the final price of USD 8 and 26 cents per KW for the electricity generated under the proposed project, subject to payment in Sri Lankan Rupees based on the actual foreign exchange rate.

The wind power project will award this tender to Adani Green Energy SL Limited for a duration of 20 years.

    Who accept pricing this early for a power plant that has not yet even built? Dont they know rates fluctuate based on market conditions? This will be like the hedging deal for oil where the Government ends up paying higher than market rates because they are locked in a contract. Besides, electricity is in national interest. Why outsource it to Indian company?

    You need 3 to 4 years’ time from “Contract date to Manufacture, Install, complete Start-Up, Testing and Commissioning”, after which it will come on Stream! Earlier you start – “NOW” - then assured, uninterrupted Power supply w/o Power shedding!!!??? The funding is IMPORTANT - SL has NO Money, to even "wash their backs"!! How could country unable to meet NEEDS, enable WANTS!? Hobsons' Choice!!! If you need FUNDS, borrowing Sensibly, Borrower needs Comprehensive Feasibility study, w/o which NO one will fund, unless he is an Idiot!? Idiots won't and don’t have money, fund projects!? Feasibility study enables “Project Implementer” to arrive at Marketable Unit Rate sustaining Project, which is USD 8.26 cents, payable converted prevailing exchange rate today – 20 YEARS in SL Rs!!?? If SL going forward, think, are so emancipated or Foolish to entertain, Cabaal Cabraal or Dr WDL trying to experiment Modern Monetary theory, that's Lankan voters' issue and rate plunges like last time to 450 Rs!

    Raj, The customer pays for the "MIX"!!?? Nobody, pays for electricity, separately costed as HYDRO, NUCLEAR, THERMAL coal and THERMAL hydrocarbon, SOLAR or WIND Power!!!??? The Utility Provider (UP) normally has a Mixture of Generation/Supply Types, to ensure continuous SUPPLY - ALL SEASONS AND ALL EVENTUALITIES!? That ensures, continuity of supply to customer!!!??? That is the crux of the matter!!! Once that is stabilised, the Utility Provider finds a STABLE RATE/KW unit of supply to customer, which depends on USAGE/DEMAND and "THE MIX' of Energy Input!!?? So, it wouldn't be USD 8.26 = SL Rs 2400 per Unit, but dependent on, What "THE MIX", ultimately costs!!?? Much Lower!!!??? Wind, Solar though of high UNIT rate and “Hydro much less expensive”, would immensely CONTRIBUTE to MEET 2035 and 2050 Carbon TARGETS!!?? Immense Help!?

    That is a huge and excessive amount. This bunch of Ranil's thieves are robbing the country to the bottom. Rajapakshas did not rob to that extent. At least they built infrastructure. But Ranil is selling even the wind. If you carefully look in the history, UNP led governments from 1977 destroyed this country. Dudley was not better.     USD 8.26 per KW is too expensive , also after 20 years the plant should be in good order and Adani should maintain free of charge at least 5 years upon handing over to CEB. It is most irritating to listen to Kanchana, the minister who always attack opposite and very aggressive. In any case only few months for these blokes.

You may get it then the rate would be higher than USD 8.26/KWH!!??? When people are born and sustained on FREE Rice as staple food, IT IS VERY HARD FOR ANYON E TO WEAN THEM AWAY FROM "FREEBEES"!!???     Mahila In 20 years - Those windmills will be broken down or in serious need of refurbishment. With your logic, only option is to hand over the plant again to Adani may be at three times the rate after 20 years. Just because you don't have money, that doesn't mean you should enter into shady business deals with a country that has dubious interest in SL.

    Jude, Yes, you need refurbishment of Moving/rotating Parts of them; Not the Structures (Pylons, Concrete Foundation, transport and Installation) as such which is the major cost component - Painted and maintained properly!!?? By the time, 20 year hand over, Sri Lankan engineers would and should be able to do, not only Maintenance, but refurbishment, w/o dependence on ADANI and source, replacements of Alternator and Rotor Blades, Independently from Original Manufacturer, which my understanding isn’t ADANI, therefore circumvent them!

    With the money that's being overspent here, a coal power plant with 3 times the capacity of this plant can likely be built. Of course, that's against Ranil's western green agenda while India keeps building coal power plants in our coast. Some how he probably thinks smoke stays within Indian borders doesn't affect our air quality

    Suresh -When India declines to provide power because we are not behaving the way they want, what are you going to do? In 1975, Indian Army annexed Sikkim and made it an Indian State. You think they are not going to do the same to SL after they put a bridge? If Government takesover the plant, Indian can say they are sending Indian forces to protect their business interest.

    No doubt, it seems the government has been pressured into this deal. On the contrary, wouldn't even rule out a cohort of beneficiaries out of this very costly agreement. The consequences of the much publicised Indian generosity coming to light now.
