A young man who dragged a 12-year-old boy offshore and sexually abused him and a 16-year-old boy who aided and abetted it were arrested by Angulana Police yesterday.
The victim told police that he was picking shells on the beach when the two suspects dragged him into the water, pulled his trousers down and sexually abused him. He said while the young man abused him, the other boy enjoyed it by watching. He said he went home in a sarong burrowed from a fisherman.
The two suspects were arrested during investigations of a complaint received from the victim’s parents.
Investigations revealed that the main suspect was a fisherman in Angulana beach and the other his helper and that they were residents of Sayurupura housing scheme. The victim was referred to JMO Colombo South Hospital. The suspects were to be produced before Moratuwa Magistrate.
OIC Crime Investigation Branch SI Prabodha is conducting further investigations on the instructions of OIC Angulana Police CI Sujeewa Ekanayaka.

There is no equality of the law forall the people of the country as there are powerful people influencing on behalf of their well wishers and the common man does not have the resources to represent him at Courts by eminent lawyers whilst a politician or a influential person with power can wriggle through by hiring the best lawyer. Also the law is not applied stringently and most of the felons very well know that they can get off the hook. We also do not have a system of satellite tagging where the convict has a tag on his person so that the Local Police can monitor the convict. Another drawback is that there are long law delays and at times the Officer investigating at the beginning are no more available in their Police stations as there is a protracted delay which might take many years. Whilst in western countries the process of prosecution is fast with no frills attached and the respective law enforcement officers are independent sans ruling politicians.
