Colombo, May 28 (Daily Mirror) - Deputy Minister warns of administrative shake-up in Railways Dept.

Deputy Minister of Transport Dr. Prasanna Gunasena today criticized the inefficiency within the Railways Department, warning that administrative control could be transferred if the current situation persists.

Speaking to media after attending the Kandy District Coordinating Committee, Dr. Gunasena expressed concern over the deteriorating state of affairs in the department.

The District Coordinating Committee met at the Kandy District Secretariat.

“A handful of individuals have resorted to acts of sabotage, but everyone in the department is held responsible. However, the inefficiency of the department causes inconvenience to the ordinary people travelling by train. Majority of the officials including Station Masters, guards and drivers are rendering a dedicated service to maintain the efficiency of the department. However , it is a clear indication that the administration of the department is quite inefficient” He further said.

Only answer is to reduce the over-staffing, keeping only the Track maintanance and privaticing the rlling stock. People can enjoy a seamless service with Government acting only as the regulator.

Good decision. It appears the Govt needs to look at a few more administrative operations in some other depts and give them all a good shake up and weed out the staff that are not productive and or not fit and qualified to work within the depts they are in and one will find plenty of stooges that have been employed through influence. We need dedicated staff in order to ensure that all Govt Depts operate in accordance with the Depts policies and procedures.

The real problem isn’t just individual inefficiency, but a system that no longer works. It’s unrealistic to expect major efficiency improvements within the government sector alone. Outsourcing certain functions to the private sector—which tends to be more efficient and not affected by strikes—can be a practical solution. I’m not suggesting full privatization, but a hybrid model that works. Also, with a two-thirds majority, the government should consider limiting the disruptive power of unions. At the very least, amend the law to require a 48-hour notice before strikes, making sudden strikes a punishable offence. Even a minister recently admitted in Parliament that procedures in semi-government bodies cause major delays, unlike in the private sector. It would be wise to study the Indian Railway model, where many freight operations and other functions are privatized with good results. It’s time for realistic reforms—not just blame.

Inefficiency: 1) Only way to overcome is to privatize. 2) Government has no chance to eliminate inefficiency. Conclusion: To serve the commuters effectively, privatization is the way to go. Government to think with their head.
