Further to what Insider has said debating the report a culprit cannot be charged. After the Parliamentary activity is done, in RWs mind the Report will be valid and Police can start investigations. Once that is over if sufficient evidence is availabe the people responsble will be arrested. Only issue is too many investigations in the hands of police. That will slow down the investigations

Until today every one thought that JVP was behind the whole issue until minister Watawala read out the finding of the report which said that JVP has nothing to do with that. He further read the commission report saying how JVP leader wrote a letter to president JR to lift the proscription made against his organization as they have no hand in it. The Batalanda fiasco should be brought to the notice of public to make them aware what had happen actually in the country.

Everything was controlled by the past governments - government officials, tri-forces, the police and everything were under their influence. If the JVP went to the courts, everything would have been set against them. They can't expect justice to be delivered in a fair manner unlike today.
