Chief Justice pledges to fast-track court digitalization

Colombo, July 31 (Daily Mirror) - Newly appointed Chief Justice Preethi Padman Surasena stated today that he intends to fast-track the digitalization of the court system across the country, emphasising that the time has come to adopt technologically advanced methods in the administration of justice.

Chief Justice Surasena made these remarks while addressing the ceremonial sitting held at the Supreme Court to formally welcome him as the 49th Chief Justice of Sri Lanka.

He further noted that he has already held several discussions with the President of the Bar Association of Sri Lanka (BASL) regarding the proposed digitalization initiative. In addition, he has had meetings with the Minister of Justice and the Secretary to the Ministry of Justice to discuss the implementation of the digital system, which, he said, the entire country is eagerly anticipating.

The newly elected Chief Justice was accorded a warm welcome at the ceremonial sitting by an array of Judges of the Supreme Court, the Court of Appeal, High Courts, District Courts and Magistrate’s Courts.

The ceremony began with the speeches of Attorney General, Parinda Ranasinghe (Jnr), PC and BASL President Rajeev Amarasuriya.

Successive chief justices have been doing various tactics to ensure they get the top post without unfair under cutting. While digitalization of the court administration is very good, also see how well the HR system can also be automated to have a KPI based recognition system and proper evaluations to avoid learned judges having to watch their own back and even having to resort to lobbying.

Use a microphones in courts and take like 5 to10 cases at a time in courts and probably divide the section into two and have two judges in any court. Also use a system to record all cases so that it will be easier when making decisions as past cases can be easily referred by judges. Also try to get the pariliment to update laws and legal process to speed up cases. For example current warrant process waste a collosal amount of money of the government and some of the piscals do not do their job properly. First get the other party to find the exact address using thr election commision database and also current phone number also can be traced easily with service providers. Then send him or her a letter by post, call and sms. If he does not respond, then send a summon via nearest police station or grama sewaka. If all fails only warrant should be issued. This way money is not wasted.

Digitalisation or not, all the relevant authorities must make every effort to speed up the process of finalising cases, ensuring independence of the judiciary. This is as important as financial stability of the country.

We don’t need cases to drag on for years and years some time those who have involved in the cases have died. Must make every attempt to speed up the cases .

Justice delayed is Justice denied. What is the use of dragging cases or delaying filing indictment where the accused or suspect of financial fraud or murder is past 75 years in age. This will only help the suspect or accused stay in jail for a shorter time than a younger person or might not go to jail if he dies during the trial.
