CID grills Finance Ministry Secretary, officials over Immunoglobulin import case

Colombo, Nov 28 (Daily Mirror) - The Criminal Investigations Department (CID) recorded statements from three officials of the Ministry of Finance, including Secretary Mahinda Siriwardena, regarding the controversial Immunoglobulin import case.

The statements were recorded in compliance with a court order from the Maligakanda Magistrate's Court.

The CID extensively recorded statements from Secretary Mahinda Siriwardena, along with the Deputy Director of the Ministry and the Deputy Director General of the Development Finance Division. This process took place from 7 am to 5 pm on Tuesday.

Earlier, the CID had arrested the Director of the Medical Supplies Division of the Ministry of Health, Dr. Kapila Wickramanayaka, and three others, Niran Dhananjaya (Accountant - Supplies), Assistant Director Shanthi Solomon, and Pharmacist Sujith Kumara. They were arrested in connection with their alleged involvements in importing substandard Immunoglobulin injections using forged documents.

Isolez Biotech Pharma AG (Pvt.) Ltd., a medicine supplier in the local area, is suspected of importing a batch of human intravenous immunoglobulin (IVIG) using counterfeit documents. The Sri Lanka Customs discovered this and, on 13 October, the Maligakanda Magistrate instructed the Criminal Investigations Department (CID) to conduct a comprehensive investigation.

Subsequently, the CID initiated a comprehensive inquiry, resulting in the initial arrest of the owner of the company responsible for importing the substandard Immunoglobulin injections.

Secretary, Ministry of Finance, is the "CHIEF ACCOUNTING OFFICER" and is the senior (Topmost) Officer - Finance Ministry, who is accountable for actions - Positive and Misdemeanours in the relevant Ministry!!!??? Ministers, Deputy Ministers, State Ministers are only mere political appointees - set the policy - not activity, control, regulation etc.

The sooner these matters are settled the better. At present innocent people, who had nothing to do with the procurement process, have been incarcerated while the big-wigs have gone scot-free thanks to the pin president. Quite typical of Sri Lanka. Some more big questions, why were thousands of litres of blood obtained from the country's blood bank, that, too, illegally, when this immunoglobin was to be imported and why are there no records at Customs regarding its import?

This is the first time, whole heap of top officials are questioned/arrested in Lanka. Right move, leaving tiny typists and clerical hands. At least make a lasting impression in Govt. sector by punishing perpetrators, so that the weak minded ones will hesitate to earn fortune by endangering lives of innocent patients.

Everyone from top to bottom or bottom to top should be grilled who ever it be be punished or not doing their job be kicked out. Is not done so the responsible people not capable of doing their job to be kicked out. Afters they are all paid government servants.
