CAA directs traders to charge for plastic bags from November 1



Colombo, October 2 (Daily Mirror) - The Consumer Affairs Authority (CAA) has issued a new directive under Section 10(l)(b)(ii) of the Consumer Affairs Authority Act No. 9 of 2003, stating that traders are prohibited from providing certain plastic bags free of charge to consumers.

The directive applies to bags made from Low-Density Polyethylene (LDPE) and Linear Low-Density Polyethylene (LLDPE). Traders must now clearly display the price of these bags at their place of business and include the charge on customer bills.

The CAA clarified that “bags” refer to any handled bags used for carrying purchased goods, commonly known as “sili-sili bags,” as defined by the Central Environmental Authority.

The new regulation comes into effect on 1st November 2025.
