Does this mean that the public education process on how to act during lightning is not to the standard expected? Why not the media and the local authorities become more responsible? Then many lives could be saved.

Scientists are not given the leading role in Science in the developed world. It is the Engineers and Doctors who simply use the technology developed by the Scientists and have so much power in the control of Science. Because the Politicians are not generally educated in Science they seem not to understand this.That is the only reason so many things remain without answers,and one of them is the Prevention and Early Detection of Lighting.
