Many who go to attend funerals do not return, so this deprives someone who genuinely wants to attend a funeral. It is the people who do not return who should be blamed, and not the law.

As you gather from above, if he over stayed his visa in India, it is India should be deporting him. If he is born in SL he should just return to SL. What is the issue here?
