Nowhere in the world is every level crossing provided with gates. It is the responsibility of the authorities to ensure that there is a WARNING SIGN and a STOP sign at a level crossing. It is the responsibility of the driver of a vehicle to STOP at a level crossing before proceeding! ANY accident at a level crossing is the fault of the driver of the vehicle.

crossing may be protected or unprotected. However when the society does not place any value to human life, these incidents cannot be prevented.

With so much money spent on low priority projects such as highways, additional ports and airports which serve only a limited number of people, one is at a loss to understand why the authorities cannot spend some money to install proper gates at these railway crossings. Are they waiting for a much bigger disaster before waking up.

Ad Hoc Solutions are asked. One can not wait until 2016 when The Signal Department hopes to install on all gates Signals and Bells. "2016" is an unrealistic dream resting in cukoos nest.
The department has even now not enough manpower, funds, spares and tools to maintain the present signalling properly.,
Many crossings have dangerous access lanes, often too steep. And often visibility is hindered and obstructed. If this can not be recitfied and mitigated, risky crossings have to be shut down and traffic derouted.

But I guess nothing will happen in this direction. There are already more level crossings mishaps on the way to come. More people will have to loose limp and live.
