Ahead of the March UNHRC session, the United States will dispatch its newly appointed Assistant Secretary for South and Central Asian Affairs Nisha Desai Biswal to Sri Lanka next month to review the progress of implementing measures outlined in the previous resolution on Sri Lanka, the Daily Mirror learns.

Ms. Biswal, a US diplomat of Indian origin, replaced Robert O’ Blake who previously served in this position. She was sworn in as Assistant Secretary of State for South and Central Asian Affairs on October 21, 2013. Previously, Ms. Biswal served from September 2010 as Assistant Administrator for Asia at USAID, where she oversaw $1.2 billion in assistance to 22 countries from Central Asia to the Pacific Islands.

She is due here in the second week of January to hold talks with top leaders of Sri Lanka across the political divide. It is learnt that she will hold talks with External Affairs Minister G.L. Peiris on the steps taken by the government in the implementation of the measures outlined in the US sponsored resolution adopted by the United Nations Human Rights Council (UNHRC) in March this year.

The resolution called for the government to implement constructive recommendations by the Lessons Learnt and Reconciliation Commission (LLRC), and to address allegations of human rights violations during the latter part of the war.

Sri Lanka’s issue is to be taken up again for review at the session scheduled for March, 2014.  UN Human Rights High Commissioner Navanethem Pillay submitted her report to the UNHRC based on her fact finding mission to Sri Lanka in September this year.  Meanwhile, the government will also initiate diplomatic action to brief the international community on achievements made on the ground in the implementation of the LLRC recommendations. For that purpose, Presidential Secretary Lalith Weeratunga will head for Geneva during the latter part of January to brief the permanent representatives of different countries, ahead of the UNHRC session. So what is the end result for Sri Lanka. I am sure she is coming here to reiterate what David Cameron said. " ..... that USA will support an another resolution to have an independent inquiry into war crimes".

    Santa Friday, 27 December 2013 12:42 AM

She ought to be working on getting back the special privileges of US diplomats withdrawn by India.

In my opinion UN could have sent the peace keeping force and derailed the entire war and saved Prabah the terrorist. Fortunately UN did not resort to the act. We have won the match. Let's pay the fine for our wrong doings and finish it off without further dragging. After all we do not have anything to hide other than the bilateral damages.

    Goofy Friday, 27 December 2013 12:59 AM

Waiting for the comments from Modawansa, Dr.Silva and the of course the brothers.

    Ramani Friday, 27 December 2013 01:43 AM

If there is any allegation on human rights violations by any organization it should be substantiated with eye-witnesses! It is extremely unfair for UN/Human Rights Watch or any country to point finger at Sri Lanka without proper eye witnesses. Since Lanka being a small country who defeated terrorism successfully therefore US and other powerful nations are unhappy due to political and economic reasons . Those countries who criticize Sri Lanka have got far more worse records than us. This situation tantamount to hypocrisy! Ridiculous situation!

    lal Friday, 27 December 2013 06:10 AM

Give the woman a good US style body search when she arrives, like the Indian diplomat got, including her "body cavities".

Take out LLRC and just implement. Tamils, Moors and Burghers are part of this country. Recognise or dig your own grave through HRC-Genève. This time it's pretty serious!!!

Don't these US barbarians don't like peace at all? There business is to mess up all over the world sell arms and to say "In God we Believe" and laugh at us. Is there no political leader in SL to tell them where to get off?

Jan Chandra Friday, 27 December 2013 07:01 AM

Hasn't the Govt. learnt any lesson from the so called UN/US delegates? This would be another report condemning Sri Lanka. Ms Biswal cannot do anything else if she is to retain her job. These jokers should not be allowed to step in to Sri Lanka. Is the Govt. sleeping on the job!

    Ajith-K Friday, 27 December 2013 07:09 AM

We don't want anything to do to Iraq or Afghanistan man. We did what we should do to Prabhakaran. What he say is before come here this woman should go to those countries and see what they are still doing in those countries.

Just ignore these delegations that are out to undermine the integrity of Sri Lanka. Why this scrutiny of the last week of the war to eliminate terrorism and why are they not looking at the 30 years of terrorism that decimated our country. Now there is peace in S/L, but due to the false propaganda being aired in the western capitals and the pumping of large amounts of funds to political campaigns of foreign politicians who could be bought. They have to come here to dig up whats not there. It appears that cannot handle the peace that prevails now.

    Trincomalie and Batticolo.

I feel sad when I think of the future of Sri lanka. If this country moves forward without reconciling with its own people it will face a great tragedy in future. Sri lanka even after the 30 years of cruel war has not learnt to live together. we see in India where there are 28 states and 7 union territories. Most of the Indian states are bigger than the whole Sri lanka. there are hundreds of ethnic groups and many religious groups. Such a big country is able to function democratically. why cant Sri lanka? please don't make at least the younger generation as the future terrorist. make this beautiful country bloom. be humble and open to learn even from enemies.

Randy Mathew Friday, 27 December 2013 03:51 AM

Mate, 2 wrongs don't make a right. if S rid Lanka has nothing to hide, why is it scared of an international inquiry?

Trehan Munasinghe Friday, 27 December 2013 07:55 AM

This is just a big GAME PLAY by western nations as they can't stomach the fact that a 3rd World/developing country eradicated terrorism and they (USA UK) with all their satellites and technology still kill innocent people and then say "Collateral Damage" and God is with you... Hypocrisy at its best, We will triumph over this injustice yet again...

Randy Mathew Friday, 27 December 2013 03:52 AM

Hello, what has that got to do with this?

    Grace Friday, 27 December 2013 07:56 AM

Randy Mathew Friday, 27 December 2013 03:55 AM

It's no joke-- there are serious allegation against Sri Lanka & until they allow an independent investigation, the pressure by USA & others will continue. That is the simple fact.

Les Perer Friday, 27 December 2013 04:00 AM

    NAK Friday, 27 December 2013 08:05 AM

If you have the witnesses, as you claim, what is stopping you from going to the ICJ with it, instead of wasting yours and our time in Geneva?
The truth however is, all what you have is cooked up evidence that is not admissible in a court of law. So all you can do is to throw it in the UNHRC and hope for the best.
This has been happening continuously for the past few years with a lot of fart and smell but no shit! come this march it will be the same story.

Remember Pillay or Biswal are no Gods.

    NAK Friday, 27 December 2013 08:11 AM

If some one were to investigate it has to be some one without blood on their hands and there are no such on this earth.
The UN is a proven accomplice of the murderers, so they disqualify themselves.

    Nonde Friday, 27 December 2013 04:18 AM

It is time for Sri Lanka to enhance rights of its people and appropriate law and order. Despite claims by authorities, we, Sri Lankans are well aware of the ground situation. What ever the motive of the USA may be, if government here genuinely implement law and order and rights of people, together, we would be able to build barrier to stop interference.

If GoSL did not recognise the US sposired UN resolution against SL, then there is no reason to entertain this delegation from US. Furthermore, US seems to be interfering with the internal affairs of SL again and this lot are not elected bodies or representative of SL citizens. The reaction from most of the readers indicates that they are afraid of such visits as if there is something they do not want others to see. Let us be open minded and welcome every one to come and see the ground situation clearly.

Do you all know that your government destroyed a 112 years old Nadeswara College in KKS two weeks ago in the name of "Security"

We could not apologise enough for the national calamity of destroying the Jaffna library. Now the morons in power have destroyed a school of the Tamils which have been standing for more than a century. Do not expect this to be taken lightly by the Tamils.
