The Government had to go in for a bond issue to generate funds to repay the loans obtained by the previous regime, Policy Planning Deputy Minister Harsha De Silva told Parliament today.

"The Central Bank Vovernor a Singapore citizen had to sell the bond to generate funds to repay the loans generated by an American Citizen," he said in response to a question asked by opposition MP Lalith Dissanayake.

Dr de Silva mentioned that Central Bank Governor Arjuna Mahendran had not obtained Sri Lankan citizenship but hoped to do so soon.

Mr Dissanayake asked what the government intended doing with the Central Bank Governor whose action had resulted in Sri Lanka losing millions of rupees.

Please do not confuse issues. The question is not which citizen of which country issued the Bonds to pay Loan taken by citizen of which country but whether the transaction was an "arms length", that is whether it was done by the CB Governor with the aim of favouring and giving illegal income to his son-in-law

    mathew Saturday, 21 March 2015 09:45 AM

lame excuses.dont think that you can fool the public.you are really pathetic

    Sarathsk Saturday, 21 March 2015 09:51 AM

Well, Dr De Silva, It is not who issued the bonds and for what purpose it was done are being questioned. The questions/issues are regarding the way it was done. Please try and address it....

Dr. Harsha, enough is enough. we all know there was insider dealing in the transaction. dont go around talking about citizenship and money was needed for this and that. There is a proper procedure for everything. people will take action in the coming election.

Mere fact that the involvement of the Son in law itself is highly dubious.

    Nims Saturday, 21 March 2015 11:22 AM

Harsha, can you please name the Singaporean and the American who are involved in this. Is ther any relationship between the parties.

It would be educative for us if an investigative journalist did an impartial research on the malpractices of all the politicians who were in different governments since 1977.

    Push Saturday, 21 March 2015 09:31 AM

Mr. Minister, can you confirm that there hasn’t been any irregularity on this matter from the Sri Lankan point of view? Is it so hard to find a qualified person to take up the helm of the Central Bank amongst the Sri Lankans who live here?

mc inthira Saturday, 21 March 2015 04:26 PM

basil asinhala minister and a us citizen who ran away can be a minister in the sinhala state, but mahendran who was and is a sri lankan cannot be governor of the central bank because temp he was a singaporeon. this is sinhala yahapalanaya.

Harsha, lets please be civil about this and not digress from the core issue at hand. The question is, did the Governor violate his authority or not, in this transaction? You are a respected man and your comment here only makes you like somebody from the previous regime. The previous gov was voted out of power for all that you mention and what we the public want to know is how your government will make it right for us. With the available evidence in the media space there is nobody in the country who thinks the governor is innocent. Its up to your government now to prove to us without a doubt that "good governance" is a supreme value of this regime.

    Cheers Saturday, 21 March 2015 03:40 AM

See how your credibility and speech and the tone have changed from time you were in opposition now to power and you have got the feeling of power and the greedy to unethical acts. The excuse to say he sold bonds to a friend or family by the governor to settle the loans obtained by previous regime is totally against the principals of Sri lanka and this is wrong

    simon Saturday, 21 March 2015 04:24 AM

    He is totally confused !!

Janendra Ariyathilake Saturday, 21 March 2015 04:29 AM

Is this the economist Dr speaking or any other Dr speaking. Did this so called "sudden debt" come up during the issue...was it not in the budget...compelling the Govt to increase bonds in issue by 10 times suddenly...i am not sure if my comment would appear or not, any way i post it...

    Dhana Saturday, 21 March 2015 04:40 AM

Surprised with the answer by the learned Minister. People brought the present regime to power not to repeat the mistakes of the previous government. Also the crux of the question is how did a Singaporean citizen become the Governor of the Central Bank. In simple terms its like handing over your purse to a foreigner.

Singaporean or not?? Saturday, 21 March 2015 06:19 AM

To my best knowledge Singapore does NOT allow dual citizenship. USA allows it.

    salindatennakone Saturday, 21 March 2015 06:51 AM

Once the great economic analyst now in power and reduced to useless political sound bites. Shame on you Dr. Harsha. We had faith in you and deserve better than this.

Dear Dr. We are compelled to wonder what you majored to become a Doctor with these illogical reasonings you give...we know a US citizen robbed our money...what makes it right for a Singaporean to cheat us again with our money???

Nihal Amarasekera Saturday, 21 March 2015 07:55 AM

It is very clear UNP is keen to clear "their" man. Credibility lost so fast. Because previous government has done wrong only they were defeated.
