The Sun has moved directly over Sri Lanka on August 28 and will remain so till September 7 due to its southward motion, the Meteorology Department said today.
“Today at about 12 noon it was overhead Nochchiyagama, Yalegama, Galkulama, Siyambalewa, Nitulgollewa and Verugal at about 12.10 noon,” it said. (Yohan Perera)

Actually, it's the earth moving northwards that results in the sun directly over Sri Lanka. The sun doesn't rotate.
