Come on ! It is very possible that calls have been made by some party in order accuse the government of intimidation. At this point in the time govt would not want to do do something like this.

Also we remember the era where judges residences were stoned. Judiciary also has created unnecessary situation with judgement outside their jurisdiction. However threatening judges can not be condoned.

Police says that the calls were made from the public booth, that means they can't do anything. Surely the Judges can find out whether the calls were from Public booth or not if they had CLI for land line or if mobile phone caller's numbers are displayed.
