A four-member committee had been appointed to look into making payment of electricity bills for March, April and May during the COVID-19 pandemic lockdown and to submit recommendations to provide concessions to the public, Power and Energy Minister Mahinda Amaraweera said.
The committee was appointed to grant the general public concessions upon directives issued by the President, he said.
"The decision was taken after raising the issue at the Cabinet meeting held yesterday,” he said.
Additional Ministry Secretary Hemantha Samarakoon was appointed as the President of the committee and other three members including a Ceylon Electricity Board Manager have been appointed," the Minister said.
After completing the report by Monday (July 6), concessions would be granted and the report is to be handed over to the Cabinet meeting next week, the Minister said.
"The majority of the consumers had not paid the electricity bills for March, April and May. The CEB had estimated the due amount as Rs.20 billion. During the pandemic situation, the meter readings were not taken since March.
“Instead of that, issuing estimated bills started from June considering the usage," Minister Amaraweera said.
Consumers claimed that they received bills with higher amounts, but the CEB said the domestic electricity usage increased during the pandemic situation compared to February, he added. (Chaturanga Samarawickrama)

"provide concessions to the public" - well well well - elections are around! If you have consumed electricity , jolly well you have to pay up. If the govt foots the bill, eventually, we foot the bill in the end. Best solution is Mahinda Amaraweera, pays out of his pocket.

One stupid minsterial fellow told people don't need to pay for electricity for 2 months. But what we received was a whopping Rs.16,000/= bill for 1 month whereas our monthly amount comes to around 3,000/= only. What a country!!!

In Sri Lanka appointing of commission is finding and escape route from a problem. The number 1 which this syndrome was Ranil. In the case of Ranil the commission reports where with never made or never open to the public.

The most accurate method would be to take the difference between 2 actual meter readings and divide by the interval between the 2 actual readings. I.e. (actual reading in June - actual reading in February)/4 = Average monthly consumption based on actual consumption for the period. Any concessions on account of global oil price reductions can be factored when re computing the Bill's.

All lies what I read here. March was the last normal bill. April, May and June are all estimated bills. And yes, the amount is too high. But the solution is simple, give us the same deal as the big hotels (who did not use electricity because they where closed), pay in 12 months.

There was no credit for power generation by my solar panels during April and May. I was therefore billed for the gross amount used which is very unfair.
