With all these free ships from India,China and USA what has happened to the buying effort of Russian ship?

If I remember correctly, the two Indian ships were not free. I believe they might have been purchased by the previous government. Also, the purchase of the Russian ship has not gone through, because they used the line of credit for new helicopters for the air force.
