A motion on the 18th amendment to the Constitution which was put forward at a Special General Meeting of the Kandy Municipal Council this evening was passed by eleven votes.
Kandy Municipal Council members of the UNP and the JVP voted in favor of the motion while the UPFA members were not present at the time the vote was taken. The Sri Lanka Muslim Congress member who spoke against the amendment was also not present when the vote was taken.
The motion which was passed said the 18th amendment to the constitution has an affect on the ratepayers of the Kandy Municipal Council and therefore the impact it will have should be further debated at the Council. (Daily Mirror online)

How can there be an effect, only on Ratepayers of KMC due to 18A? Or I wonder this refers to 18A of the KMC constitution? Otherwise, a National level supreme Law which was passed in the Parliment by a majority and approved by the Supreme Court could never have an effect on a particular segment of society.
