    Simple,

They come without merchandises and there are plenty of Indian business tycoons in pettah, kotahena, mattakkuliya, grandpass etc. that doing wholesale businesses in Sri Lanka. most of the goods they smuggled in to here without taxes and selling all over the country with hefty profit margins. most of the money goes back to India through illegal money laundering channels ("Undial" systems) without leaving any penny for Sri Lanka. They simply exploit Sri Lankan resources. In fact 80% of the whole sale businesses located in the pettah area are of Indian owned.

They probably get the fishermen to off load the cargo and come through customs empty handed. Impose hefty fines as a deterent and deport them. Will the Indian HC explain!

    # amila cooray, you are confusing, how wholesalers depend on these small vendors hawkers while they are actually cutting the big business' importing from India and Pakistan, more over do you see the difference between merchants and merchandise?
