Wow. A fine of 40000 for an attempted robbery or rather an illegal transport of 16 million worth of gold biscuts. Hope the sarcasm is well understood. This would motivate such robbers to attempt more crimes because the fine is not well matched with the crime. I would say that this is a clear escape route.
