Dissolve Parliament and hold elections. After new Parliament is constituted abolish all income taxes (corporate and personal). The shortfall in revenue could be offset by increasing the VAT rate. Privatize loss making, inefficient and corrupt government institutions. Establish a credible power sharing mechanism for North Province. Abolish rest of the Provincial Councils.

Current daily deaths from accidents in Sri Lanka are higher than the war time deaths. I will Start the War Against Accidents and minimize the accidents by implementing simple rule. Drivers should drive in their lane. Motor cycles and tuk tuks should be driven only on extreme left land if there are two or more lanes in one side. Big tippers should travel only below 40KMPH and arrest them if they pass that limit.

I will restructure the entire cabinetCabinet of ministers will be limited to 49.It should include at least one MP representing each district of the country.There will not be deputy minsters or state minsters. I would set up an independant medical department that would assess the health of those remanded to ensure that none can avoid the rigour of detainment purely by getting a fearful or friendly doctor to write a sick note . Look how many ministers and sons have used this old ploy to avoid discomfort .if you are guilty however much money you have should be worthless in the face of the law

I left the country in the heights of civil uprising in 1984 and have been a keen observer of politics in Sri Lanka. The following issues should be addressed to win the hearts and minds of its people. 1. Have strict laws in place to stamp out corruption at every level of governance from the president to the ordinary public servant, bribes and kick back should be dealt with severe consequences with fines and long jail sentences. 2. For a layman to get into the shoes of Professional politician is difficult. Convince MR having reached the pinnacle of post and position should voluntarily keep away. It is immoral and unethical for him to stage a come back. Peace among all communities is a sine qua non for prosperity. Hence give top priority for peace. I will reduce the cabinet to 30 of which 25 will be expert in their respective field - paper qualification plus experience. No defeated candidates will be appointed to any post or positions. Dual citizens can only vote, cannot canvass, contest or hold office. Place especial emphasis on Ministry of Foreign affairs, National Development and Education.Candidates coming forward be vetted thoroughly, for their qualifications, public behavior and conduct. Minimum qualification should be a pass in A/L.Meritocracy should be the criteria for appointment. Convince MR to convert Mattala Air Port in to MR International University.

Bring about proper governance with removal of excessive powers still remaining with the Executive President office 2. Fully implement 19A including ensuring of proper functioning of the independent commissions.3.Change the electoral system from Manape to a first past the post system (20A) 4. Bring national reconciliation by addressing the key issues faced by Tamils and other minorities including reduction of land controlled by forces in North East and giving them to landless people and who owned them .5. Ensure that legal system works to punish those who are guilty of illegal killings during the ethnic clash including 16 INGO staff who were killed and the 5 youth killed in Trincomalee6. 2. I will create a caretaker government consisting of eminent personnel who have the necessary credentials both in terms of education and experience to govern the country until the next parliament is sworn in.
3. I will use my presidential powers vested in me to create regulations via the judiciary as to who should be qualified to be nominated by any party. (Minimum qualifications, age, and whether they have past convictions in a court of law)

First of all As a President I will take practical steps so that I am in a governable situation. Today the foremost problem facing me is that i am unable to run the government efficiently because of Rajapakse factor, the nuisance he is creating, and the sabotage activities he is doing due to greed for power. I will take a leaf from J R Jayewardene, who established a Presidential commission and stripped the civic powers of the opposition figure. He did it even when there was no nuisance or bad behaviour of srima. Therefore an urgent powerful commission with summary trial everyday will be held and rajapakse and his clans will be kept busy with that.Then i will declare elections and for a new government with SLFP faction fully supportive of me and allies including UNP and form a broad based government as promised in my election manifesta. I will see that i am not tempted by those who want to deviate from this agenda.Under the new government Yahapalana will continue.

If I were the president,1.Since the country has been ruined by the Politicians, I would further reduce the No: of Parliamentary Seats to less than 200 and limit the cabinet to 20 , introduce new Electoral system without effecting the minority Parties, do away with the Provincial Council System, and strengthen the position of the District Secretary and Local government System. The country will prosper if the no: of Politicians are less.2.Immediately remove the back-up Vehicles of the politicians which has become a nuisance to the public. 3.Introduce the Educational Qualifications to become an MP, Minister and the publish CVs of those who are contesting at the election. Singapore all the Ministers are holders of Master’s Degrees. 4.Prioritize all the immediate requirements of the Country. New air ports, towers, Port Cities are not priorities hence allocating funds for that will be a waste. Immediate requirements are improving of Road network and Railway system, solving of garbage issue, reducing of cost of electricity generation, bringing down cost of living, encourage and granting facilities to increase the production and the productivity of the country from which the income will get increased. There are many such short comings in the country5.Immediately introduce the capital Punishment as the criminal activities are getting out of control. 6.Immediately ban the cutting of trees and clearing of forests, filling up of marshy lands, removing and cutting earth from mountains / hilly areas which has become severe threat to the environment. 7.Introduce transparency systems for all the spending of the Government.

There is not going to be any agreement on 20A. Further it may need a referendum.Dissolve parliament ASAP and end the uncertainty that is affecting the country.There is nothing to be gained by extending its life.Let the new parliament issue a White Paper on 20 A and have a proper discussion with all stakeholders. If MMR is to be implemented, it must have two ballot papers.Take the SLFP to the polls on my terms and let MR do what he wants.Form a National Government after the poll.Clean the country of corruption.Implement 19A.
