As far as I know only the date of birth was changed and the ID number was made according to the Date of birth for the diplomatic passport. When giving information they must give correctly . This Mayor says names is also wrong.

No one should be arrested until proven guilty. Of course you can confiscate the passport and get them to report to police daily/once a week. Or else if the person is found to be innocent, that person should be paid adequate compensation for the inconvenience caused.
