The Constitutional Council (CC) had not yet issued a gazette notice on the procedure that would be adopted in making appointments and promotions, the Pivithuru Hela Urumaya (PHU) said today.
Addressing a news briefing, MP Udaya Gammanpila said the rules published in the gazette notice should be presented in parliament within three months.
“According to the 41.G.3. clause of the constitution, the Constitution Council shall have the power to make rules relating to the performance and discharge of its duties and function. The constitution further says all such rules shall be published in the Gazette and be placed before parliament within three months of such publication. Since this has not been done yet, there is a grave allegation against the CC that it is highly politicised and biased when making promotions,” the MP said.
He said a debate requested by him on the CC would be taken up for a debate on Thursday.
“The President, who implements decisions of the CC, and the Opposition Leader, who is a member of the CC, are expected to criticise the CC during the debate,” he said. (Lahiru Pothmulla)
