Alleged hacking of Dollars 2.5 million: Technical investigation committee has changed documents : Free Lawyers



The technical investigation committee which was appointed to look into the alleged hacking of dollars 2.5 million has changed relevant documents with the intention of hiding the truth, the Free Lawyers Association said yesterday.   

Civil Activist Keerthi Thennekoon who is attached to Free Lawyers Association said the following on the investigation.  

A Technical Investigation Committee’ consisting of four other members, chaired by the Deputy Secretary to the Treasury, A.N. Hapugala, was formed for the internal investigation on March 2026. It was appointed on the 24th. A letter with the same number and date was issued stating that a ‘ Technical Investigation Committee’ was appointed, consisting of three other members, under the co-chairmanship of Deputy Treasury Secretaries A.N. Hapugala and S.S. Mudalige. The letter appointing the committee with the names of the two co-chairmen, The Treasury referred to the documents on April 21, 2026, when the Free Lawyers organization uncovered the facts. These previously dated letters were date stamped in those offices. After the theft was discovered, a powerful Director General has taken control of these documents.   

The report dated April 10, 2026, had been handed over to the Secretary of Treasury Harshana Suriyapperuma. The report had been used as a basis for the suspension of four officers of the Sri Lanka Planning Service and the Accounts Service on April 17, 2026. The documents used as a basis for the suspension have now been changed.   

The Finance Secretary has already opened a path for the real parties involved in the crime to escape by distorting the crime and its initial investigation by altering documents regarding the internal investigation. 

The Ministry of Finance is currently working on changing dates and preparing investigation letters. It must be emphasized that it is impossible to continue to work with Secretary Harshana Suriyapperuma in this position .  

The computer system breach that occurred on September 7, 2025, was reported to the CID on April 21. The following day, CID officers arrived at the Treasury and had begun investigations. The Criminal Investigation Department took possession of the Treasury’s computers, laptops, SIM cards, and telephones on Saturday (April 25).   

The Deputy Minister of Finance said yesterday that they will investigate whether there is political gain behind the scam. Secretary Suriyapperuma, , did not know about this until our revelations were made. The Treasury has been controlled by a ‘ political cult ‘ for the past 12 months . The Deputy Minister of Finance is waking up from his sleep and singing ballads. They are trying to place the responsibility for this on the clerks.
