The same goes for the Wellawatte/Dehiwala canal. Untreated water, waste is dumped directly into the waterways, poisoning the water, killing whatever aquatic life that (used to) live in it. Is there no body (NARA, a University ??) that can study why this is happening and recommend steps to reduce / eliminate the mess ?
