Spotlight on proposed PLI scheme for solar manufacturing



A key ancillary recommendation within the Gateway House report is the piloting of a regional Production Linked Incentive (PLI) scheme in Sri Lanka, with a specific focus on solar panel manufacturing. 

This initiative would involve a limited extension of India’s successful domestic PLI programme, aiming to incentivise Indian businesses to establish solar production facilities in the island.

The rationale behind this proposal is multifaceted. Firstly, it seeks to de-risk overseas investments for Indian companies, making Sri Lanka more an attractive manufacturing destination. 

Secondly, it aims to foster resilient regional supply chains in South Asia, a strategic objective for India as it looks to diversify beyond existing manufacturing hubs. 

For Sri Lanka, this entails potential substantial benefits: an influx of foreign direct investment, the creation of skilled jobs, and a significant boost to its renewable energy capacity, aligning with national goals for energy security and sustainability. 

The report positions this PLI scheme as a tangible way to shift India-Sri Lanka economic relationship towards trade and investment, generating foreign exchange and supporting the nation’s path to economic transformation.
