Proposal to remove ethnicity from birth certificate: Registrar General’s Dept.

According to the Registrar General's Department, it was reported that a proposal has been tendered to remove the 'ethnicity from the birth certificate.

Registrar General Prabath Abeywardane said Sinhala, Tamil, Burgher, Muslim, Malay, and Indian origins are currently used in the birth certificate, will be removed from the document.

He points out that this proposal has been presented considering the issues prevalent in the society itself as well as the issues faced internationally, and there have been objections to the removal of nationality from various parties.

Steps have been taken to make some other amendments to the birth certificate according to the internationally accepted norms. Accordingly, a birth certificate can be obtained in one's mother tongue, but steps have been taken to issue it in Sinhala, Tamil and English languages in the future.

"Therefore, there would be no need to translate the document again when going abroad. The Registrar General said, it contains some safety provisions and that steps have been taken to add the National Identity Card (NIC) number, which is given at birth, to the NIC issued when a person turns 15 years.

Nevertheless, nationality could be included if desired. The information about the father and the parents' marital status will not be included.

As the society has seen several issues with this, it has been removed, and the birth certificate will be released as a single page.

Currently, the program is being conducted as a pilot project in seven Divisional Secretariat offices. Next year, steps will be taken to issue the new national birth certificate in 100 divisional secretariat offices, the Registrar General said.

The new birth certificate will be simplified by preventing surfacing of fake birth certificates, eliminating the need for translation, and removing details about whether the parents had been married or not.

Accordingly, Abeywardane said these efforts will be made to provide an internationally recognized new birth certificate to the Sri Lankan citizens in the future. (Indika Sri Aravinda)

    This is most welcome. We don't need to discriminate people, based on their religion, race or cast and even if the person is illegitimate child or not. Had this been done several decades ago, a lot of the problems we faced as country may have been avoided.

    Good Move! They are going to omit the ''Ethnicity'' of the person, not the Nationality. An individual born in Sri Lanka will be a Sri Lankan National.

    Nationality is Sri Lankan, Indian, British and so on (the country in which the citizenship is claimed). Nationality is NOT the same as race which is Sinhalese, Tamil, Burgher, Malay (which is ethnicity). The birth certificate should require race and nationality as it pertains to the identity of a person born in Sri Lanka especially if both or either parent is a non-Sri Lankan national or mixed race.

    Birth certificate should include nationality as SL and ethnicity too for identity. Must be in English and other 2 languages for travel. Religion can change and is not necessary to include as some have God and others have rebirth and even nation change,

    Can the original certificate be issued in ENGLISH ?English will be taught from grade one next year. If needed one can get a Sinhala or Tamil translation later.

    #alwis - nationality and ethnicity are two different things. nationality is SriLankan where as ethnicity can be either Sinhalese Tamil burgher etc BC and other documents will have the nationality as SriLankan which all countries will accept those documents. No one needs ethnicity which is the cause for all problems The day we all think of Sri lankans and not as Sinhalese tamils etc is the day when we will progress. Our politicians will not allow that to happen because they use the ethnicity card to win votes and then steal the wealth of our country

    @Dee: If the nationality is included and the person obtains citizenship of another country that doesn't allow dual citizenship, then the birth certificate becomes erroneous.

    If I'm correct, dual citizenship is given to persons from a different country (nationality) not to - burgher, Sinhala, Tamil, Moslem or Hindu. Some other countries won't even recognize the words which we say as 'nationality' cause they mean a mere race/religion or in our majority case , a mix of it!

    Discrimination and ethnicity are two different matters. If one needs to discriminate somebody they will find thousand basis for that. No . one to eliminate discrimination is between the rulers and public and between bureaucrats and public and so on. But eliminating fathers name have serious repercussions. How does one prove inheritance of father's property.

    Looks like many of the commentators do not know Nationality and Ethinicity are different. Other than in backward countries the ethinicity is not identified in BC. For example the birth certificate of my grandson says he is only a New Zealander.

    it seems Nationality only will be mentioned in the birth certificate, no race or riligon will be mentioned , good initiative, we must say we are srilanks only, no need muslim , buddist or hindu, riligion is a matter of personal believe .

    issue it in English and good quality A4 size paper. current one looks like biblical scroll. Purpose of a birth certificate is to identify place you were born, your parents and siblings. that's all needed.
