The 13th Amendment to the Constitution or 13+ would not be a solution to the ethnic problem, National People’s Power MP Anura Kumara Dissanayake said today.

He told parliament that the ethnic problem could be resolved only through a new Constitution which ensures the rights of people in the north and south.

Speaking during the debate on the President’s policy Statement, he said neither the Constitution introduced in 1978 nor the Amendments brought to it have been approved by the people in a referendum.

He said they were of the opinion that the lands of the northern people, acquired by the government institutions, should be handed back to them.

Mr. Dissanayake said President Ranil Wickremesinghe has initiated a discussion on implementing the 13A just to create an issue in the country.(Ajith Siriwardana and Yohan Perera)

Yeh, but Rajapakses need it to obtain Tamil votes. Whether its good or bad they wants it to satisfy requirements of Tamil political parties backed by India.

The downfall of country began the day MR lost election, even though he was a corrupt leader he had vision and direction. There is no leader now who can guarantee anything without causing chaos.

Too proud to acknowledge that. Remember 2015, the year all this started because we thought politics was a hobby.

People like the amendments but the religion leaders are against religion to religion. ,So in any amendment brought it would just have mistakes.

13A is a sensitive issue, since 74% of the population are Singalese and they feel that Tamils should not be given preferences. Only way to solve the ethnic issue is to recognise merit for University admission, employment etc, any party sanctioning 13A will be defeated at polls, which happened to LSSP and The Communist party of Sri Lanka.

What do you propose AKD ?? Why enjoy and use only the parts of 13 A that you like.?? Example post of governor and so many good for nothing provincial councilors. You are taking only the potions you like in the 13A and ignoring the parts you don't like

However, rather than keep on discussing for generations, implementing the 13th amendment in full will be a useful first step towards solving the issues. Not implementing something in the constitution shows the deep rooted issues in SriLanka when it comes to ethnic issues.

    1) What is the term used to describe a police force who are unable to communicate with the local community in their native language? Is it referred to as an occupation force? How widespread is this issue across the world? 2) It is impossible to achieve true equality without the establishment of secularism in the country. No matter how much devolution is pursued.

The Anura Dissanayakr ,NPP/JVP leader is also a old wine in a new bottle. He has yet to speak publicly about addressing the issues arising from this political climate and punishing the past fraudsters who have corrupted this country for the last 75 years following scientific racism. Also, because he relies on the votes of the majority community, he conveniently avoids how to solve long-standing race-based issues. Win or lose, can he speak the truth? not at all. He is still a sandwich student in politics.

Spell out your proposal to solve ethnic problem. Otherwise keep shut. What is in the constitution should be fully implemented.

Racialism is in born in Sri lankan politics. Sri Lanka is not following the policy of giving recognition to most intelligent and suitable, which invariably brought divisions among communities. It is not the Tamils and Singalese who coexist as friendly communities, but the politicians divide people to gain political millage.

AKD should realise that it is up to the Tamils to decide whether 13 or 13 plus satisfies their aspirations. Neither he nor any other Sinhala politician for that matter who is against power sharing, has any right to decide what is good for the Tamils.

What is required is to open industries, provide employment and business opportunities with an income for every individual. Economy will then improve to required levels.

If they promise this people should rally behind NPP but they need to promise that provincial councils will be dissolved after a new constitution that can promise equality for everyone.

    mithun Friday, 10 February 2023 05:41 PM

a new constitution cannot solve the problem, ONLY peoples attitudes towards the minority community can solve it.

    Tilak Friday, 10 February 2023 06:10 PM

He says the ethnic problem could be resolved only through a new Constitution which ensures the rights of people in the north and south. What in the 13A does not deliver on that, and if not what exactly does he think needs to be granted in a new Constitution to solve the issue. In the abse6of specific it is all rhetoric. Enough of kicking the can down the road. Now it is time to deal with the real issue.

13 Plus is better since it... Friday, 10 February 2023 08:50 PM

13 should be made part of the Constitution. 13 has clauses to remove Bhuddism protection from the Constitution as well as updated the 13A to remove provinces altogether.

Federalism is the only way. Two ethnic groups with no similarities in culture, language, land, religion or way of life can not live peacefully in one country. People need to understand that’s why there was a war for 30 years, you can’t forget it happened by moving on and not solving the issues that started the war and the aspirations of the Tamil people. The people just decide weather to have this amendment or federalism by a referendum

We SriLankans have immense differences among communities with too many political parties for a small nation. Indian economic is part of our economy ,500,000 Three-wheelers manufactured in India on our roads, how many family members depend on Three-wheeler income? Indian involvement in Sri Lanka inevitable, 13A is for all 9 provinces of Sri Lanka. Bring unity amon SriLankan communities make English as the official language.

Martin Milton Sunday, 12 February 2023 08:21 PM

Why not get together with ALL other parties and bring a motion to abolish 13A once and for all time? NO, the truth is NPP aka JVP will introduce a new but 'FEDERAL' constitution ! He fails to say as much but that is exactly what they will do and thereby DIVIDE Sri Lanka into three OR MORE parts which will forever and ever be fighting among each other instead of living peacefully as now in a UNITARY Nation with everyone as sisters and brothers.
