He has to be punished according to the law of the land if he is found guilty. But God will forgive him if Vaas ask for forgiveness for the sin(s) he had committed. I say this because there is no one on this earth who has not committed any sin. God has forgiven such people and there many of them have come out of this evilness and leading a good life or they are in the presence of the Lord. Jesus has already taken all the sins of the world by Him giving His life on the cross and He is alive today to forgive us also if we seek him.
