Special two-day opportunity to visit prison inmates

Why this government spend billions of rupees on prison service to look after thousands of people at the expense of public? Many of them 70% of those who are inside jails are serving their sentences for minor offences. why not use their human skills and keep then in an open jail as in some countries....some countries have open jail systems that give training and asking them to do some social or community service..why not do some reform for our prison service too
