Colombo, Nov. 20 (Daily Mirror) - The Sapugaskanda refinery development project, which will be on a build, operate and transfer basis (BOT), will begin soon, Minister of Power and Energy Kumara Jayakody told Parliament today.

He said the selection of a controller has reached the final stages. 

He said a sum of Rs. 171 million has been spent for the feasibility study.
