Colombo, Dec. 3 (Daily Mirror) - Samagi Jana Balawegaya (SJB) MP Harsha de Silva said today that a fund called ‘Rebuilding Sri Lanka’ cannot be established without Parliamentary approval and urged the government to get it approved by Parliament.

He told Parliament that in terms of the Constitution, Parliament has full control over public finance.

The MP said as per the Public Financial Management Act, statutory funds cannot be established at will and added that the fund must be established as per the Constitution and the Public Financial Management Act.

"We have no objections to establishing the fund. It must be established as per the Constitution and the Public Financial Management Act," he said.

This shows that these people will never get their hands dirty, unless it is to get political mileage. These are blood sucking leeches, that suck as much money from the public purse doing next to zero productive work. Come next election we should send all these non functioning 'sleeping politicians' home. Let's see if they can use their brains in the private sector and earn a living.

If there is a procedure laid down by statute that has to be followed for establishing a government fund of this nature, then that has to be adhered to, without any question. Is the Government so clueless that they do not know how it should be established and that it should go through the parliamentary process? Not only government MPs, but also Opposition MPs will approve it whole heartedly at a time like this. I am surprised that the Central Bank could not even enlighten the President over the relevant procedure!

It was clearly said in disaster management act 2005 what action to be taken before a disaster happened.Estabilshment of National disaster council, National disaster operations plan ,National disaster plan.Disaster fund also under the NDC. So the prsident didn't see or read the act .It is unlawful to establish separate committee to a run the disaster fund.
