National plan for early warning, early action launched



Colombo, June 4 (Daily Mirror) - The “Sri Lanka National Anticipatory Action Roadmap 2026-2030” was launched today (June 4) at the Cinnamon Grand, Colombo, marking a key step forward in enhancing the country’s disaster preparedness and climate resilience through proactive measures.

The launch was graced by Defence Secretary Air Vice Marshal Sampath Thuyacontha (Retd) as the Chief Guest. During the ceremony, the first copy of the roadmap was formally handed over to the Defence Secretary by Mr. Chathura Liyanarachchige, Director of Preparedness and Planning at the Disaster Management Centre (DMC).

In his keynote address, the Defence Secretary emphasized the importance of institutionalizing “Early Warning, Early Action”, enabling timely and effective responses to disasters. Citing lessons from recent extreme weather events, he highlighted the need to leverage scientific forecasts to implement protective measures and deploy resources before hazards occur, thereby reducing risks to lives, property, and livelihoods.

Developed under the guidance of Major General Sampath Kotuwegoda (Retd), Director General of the DMC, the roadmap offers a comprehensive framework to integrate scientific forecasting with preparedness and response mechanisms at the community level.

The initiative received strong backing from the World Food Programme (WFP), with Country Director Mr. Philip Ward stressing the importance of collaborative efforts to enhance resilience against climate-related disasters and safeguard food security.

The launch brought together senior representatives from the United Nations, Ministry of Defence, Department of Irrigation, National Building Research Organisation (NBRO), Food and Agriculture Organization (FAO), World Vision Lanka, and several other government and non-governmental organizations, reflecting a shared commitment to proactive disaster management in Sri Lanka.
