Discussions begin for preparation of 2025 Budget

Colombo, Dec 10 (Daily Mirror) - The government has initiated preliminary ministerial-level discussions for the preparation of the 2025 Budget under the leadership of President Anura Kumara Dissanayake.

According to the President’s Media Division (PMD), a meeting was held today to review budget proposals related to the expenditure heads of the Ministry of Health and the Ministry of Media.

This was followed by a discussion on the expenditure head of the Ministry of Agriculture.

What are they discussing? National budget is not a top down process but very much a bottom up process where every ministry and departments, institutions and statuary bodies present their recurrent and cap ex estimates. I doubt very much the departments etc are informed to submit their estimates for 25 budget staring from our birthday 1st of April.. I wonder how many ministers are aware of PIPS?

They might not have the full grasp of budgeting. But least each minister can list out important areas and things which needs replacements or upgrading. All for both transportation and medical, lots of improvements needs to be taken. As such the Financial officers in various departments can prioritise once a estimated budget is listed out for them to work on for 2025.

I have no intention of getting into an argument but put the records straight ministers do not have any idea of the requirements from each institution under them. There are 462 institutions under government. Each needs to give their requirements for the budget preparation for the first cut. BTW it is not POPs but PIPs which is the shorten form for Public Investment Programs which is a 5 year rolling estimates for cap ex (Capital expenditure). My position was that it is not possible for institutions to provide the initial data at short notice. I sincerely hope the government has done that though I doubt it very much. One last thing it is not what I learnt from RW or Basil as one commentator said but it is the procedure for budget preparation in any country. OVER AND OUT.

Give justification please? It is already an international airport , its clients are south Indians who travel between the two countries. Other than that , mo international airline is expected to send flights to pick up few passengers from there.
