DMT to remove complete list of previous owners from vehicle registration

The Department of Motor Traffic (DMT) has decided to remove the complete list of previous owners who had owned the vehicle which are included in the Certificate of Registration of Motor Vehicles, with effect from May 17, 2023.

In a statement, the department said only the information of the nearest previous owner and the current owner will be included in the certificate.

The Commissioner General of the Department said the decision was taken since the presence of the list of previous owners in the vehicle registration certificate causes serious issues when a vehicle is being sold. Hence, the DMT is to remove the complete list of previous owners from vehicle registration certificate with effect from May 17, 2023. (Chaturanga Pradeep Samarawickrama)

To have a vibrant used car market people must know the past owners. Now don't say that any person can obtain that information under freedom of Information law on a payment of a fee. Are the authorities attempting to earn more by these dubious methods?

I have owned vehicles in several overseas Western countries. I only ever had my own name the registration certificates of the vehicles I owned. The previous owner names were of course held on the systems of the respective countries DMT equivalences, but on the certificate only my own name. Having previous owner name seems like most things here, and unnecessary delving in the history and just adding burden. While there is more fraud here than in Western countries, the DMT knows the full history of the vehicle ownership, but whether the last owner is Tom, Dick or Harry is of no consequence to anyone inspecting the registration certificate belonging to the current owner.

Is it the standard practice globally? how to find the owner of the vehicle on a prior date for legal purposes ? or is it to cover up any IT system issue, this is getting implemented.
