The National People's Power (NPP) has requested the Elections Commission to take necessary measures immediately with regard to the Local Government election based on the Supreme Court verdict and fix an early date for the election.
NPP Secretary Dr Nihal Abeysinghe in a letter to the Elections Commission said the Supreme Court in its verdict has observed that conducting the LG polls is a fundamental human right considering the importance of the said election.
He said the Elections Commission postponed the LG polls citing that tasks pertaining to the elections could not be carried out as required funds were not released by the Treasury Secretary and the Finance Ministry.
Dr. Abeysinghe said however, the Supreme Court has issued an order preventing the President as the Finance Minister and Treasury Secretary from withholding funds allocated for the LG polls through the 2023 budget and to release required funds to the Government Printer.
This verdict clearly shows that the Supreme Court has observed that conducting the LG polls is a fundamental human right considering the importance of the LG polls.
He said therefore, they request the Election Commissions to take immediate measures with regard to the Local Government election based on the Supreme Court verdict and fix an early date for the election. (Ajith Siriwardana)

Only reason Supreme Court asked for conduct of the LG polls is that it is legally required, through the Constitution. There were not fundamental rights petitions regarding it. Of course have to watch to know when the funds will supposed be provided. How many days or months, as money will have to be taken from somewhere to provide for it, since the government had said it has no money to spare.

The president is known to throw even his best friends under a bus so the commissioner better be careful. The same warning goes to other government departments. The president is an unscrupulous and an untrustworthy human and would not care even if his close associates end up in prison as long as he gets his agenda through.

The money has already been allocated for the elections so it's not a case the government has to go out and find it, just like how money was allocated for the independence day presidential carnival to entertain the clown. It is illegal to spend the allocated money on other things like unnecessary foreign travel for the imbaciles in parliament.

The annual estimates are prepared under each heading to cover for the next 12 months. Of course the items of income/expenditure do not arise necessarily in equal portions or regularly over a year. In extreme cases it could be just a single item of expenditure/income for whole whole year - the LG election expenditure is one such item. Therefore, when that item comes to pass you honour it, as the multitude of income items over the year would meet that burden (alongside others).
