10-member committee to draft new constitution for SLC

Sports Minister Roshan Ranasinghe has appointed a 10-member committee, chaired by former Supreme Court Judge Justice KT Chitrasiri, to submit a draft of the proposed new constitution for Sri Lanka Cricket (SLC),

Issuing a media release on Thursday, Minister Ranasinghe said the independent panel of governance experts would conduct "necessary stakeholders inquiries and deliberations, impartially and objectively, with the assistance, guidance and advice of the Technical Committee of the International Cricket Council (ICC)."

Also in the committee, as members, are Dr. Duminda Hulangamuwa, Dr. Ariththa Wickramanayake, President's Counsel Harsha Amarasekera, Major General (Retd) Renuka Rowell, Deepthika Kulasena, Gayal Kalatuwawa, Hariguptha Rohanadeera and former cricketers Charith Senanayake and Farveez Maharoof.

The Minister said that the appointments came pursuant to a writ application (No. 460/2020) in the Court of Appeal, that sought to amend or draft a new constitution for SLC.

In a letter addressed to the committee chair, a copy of which the Daily Mirror has seen, the Minister said that he had sought “the guidance and expert advice of the ICC as it has indeed provided, in respect of the constitution of other cricket bodies internationally.”

The minister also said that he expected the committee to draft the proposed new constitution within two months.

Interestingly, a few hours before the news of the appointment of this committee was made public, Sri Lanka Cricket (SLC) released a media statement that it had earned a record net profit of Rs. 6.3 billion during the year 2022, which it said was a three-fold year-on-year increase compared to 2021.

This 10-member Committee must note: SLC increased the number of First Division Cricket teams in Sri Lanka (population 22.0 million) to 24. [India (p. 1.3 billion)= 11, Pakistan, (P=232.0 million)= 18, Bangla Desh, (P= 170.0 m) = 12, England, (P= UK, 68.0 m = 18), South Africa (P=60 m) = 6, and Australia,= 6. The number of staff in SLC iswhich is much more than that in Indian Cricket with a population of 1.3 billion. Most of these 185 employees in SLC are from First Division Clubs with voting rights. The only thing this full-time staff does is meet once a month in a posh hotel with drinks and food served. SLC also spends Rs hundreds of millions for Executives to trave fully funded First Class trips to foreign countries such as one during the T20 World Cup to Australia supposedly to watch cricket matches but most of them did not watch more than 1 or 2 matches but attended parties and did the shopping. Clauses must be included in a new Consitution prohibiting misuse and wasting funds.

The following clauses must be introduced in the new Constitution: 1. Banning those who have held executive positions in contesting in future elections. 2. SLC will be only allowed to spend on matters related to improvements in Sri Lankan cricket. 3. Number of Frist Division Teams must not be more than 8. 4. Only those who have played cricket at the international level (20 test matches or 20 white ball matches) should be allowed to contest in the election of Executives.
