Which country allows cheaper visas for those entering by ship? They all must have same price for visas whether coming by ship or air

$25 for 4 days is not cheap.

Since most of the tourist who visit by ships are cruise linears the facilities at immigration counters ,waiting halls etc must be improved on par with international standard .As most of the tourist are senior citizens

P.S. Not only facilities to the tourist for the conveinience of officers of immigration department also must be provided rest rooms ,cubicles ,computer terminals ,wash rooms etc. So that they perform their duties without stress.
