A dog in the manger!

The khaki personnel have been compelled to kowtow to a certain Ratne, a crony of a high political authority to get a transfer to a station they want, they say.

Though there is a statutory body to handle the transfers  of khaki ones, among other things,  it has reportedly become virtually defunct.

The disappointed khaki ones say that it is a quirk of fate that this Ratne is so unkind to them though he himself dons the same uniform.

Very often when a khaki one asks for a transfer for  very valid reasons, Ratne would send the poor person to a more inconvenient station.

The high political authority seems to have given a carte blanche to his buddy Ratne to run the affairs according to his whim and fancy, they say.
